The correct license depends on the profile, not the position
| Requirement | Plans that are usually worth evaluating |
|---|---|
| Mail, web applications | Business Basic, Office 365 E1 or other equivalent alternatives depending on size. |
| Email, desktop Office | Business Standard, Business Premium, Office 365 E3, Microsoft 365 E3. |
| SME with security and device management | Business Premium |
| Enterprise with Enterprise Identity, Devices and Security | Microsoft 365 E3 or E5. |
| Advanced Security and Compliance | Microsoft 365 E5 or combination of E3, add-ons. |
| Frontline worker | Microsoft 365 F1 or F3 according to needs. |
| Business email only | Exchange Online Plan 1 or Plan 2. |
| Office applications without Microsoft email | Microsoft 365 Apps for business / enterprise. |
| Microsoft 365 Copilot | Eligible base license, corresponding Copilot license. |
| Teams Phone | Appropriate Teams license, corresponding telephony capabilities. |
There is no universally best license. There is a suitable or inappropriate combination for each organization.
Don’t know what licenses your company really needs?
We can classify users by profile, review security, devices, email, Teams, Copilot and compliance requirements and prepare a licensing proposal avoiding oversizing all users.
Review my Microsoft 365 licensesHow to choose Microsoft 365 licenses by work profile
Comparing Microsoft 365 for enterprise licenses requires translating plans into usage needs. The job title is not enough: two employees in a department may need different applications, devices and controls. The file for each profile should include whether you use desktop applications, how you access email, what devices you use, and what security or information requirements affect your work.
As an illustrative example, a person who works from a browser does not necessarily have the same needs as someone who uses desktop Excel and add-ins from a business application. An administrator or a user with access to sensitive information may also need specific controls. This comparison allows you to study the appropriate plan and the necessary add-ons without assigning a superior suite solely out of habit.
The analysis must verify specific functions and conditions of the commercial subscription. It is not advisable to infer that a feature is included because it appears in a general presentation of the product. The availability, scope of use, and requirements of protected users should be verified before deployment. This check prevents later discovering that the architecture depends on a capability that has not been contracted.
How to compare the cost without hiding add-ons and duplications
The economic comparison must start from the same set of needs. A base plan with several add-ons may have a different result than its initial price suggests. You also have to consider tools that the company will continue to maintain and administration or support costs. The objective is to know the cost of the operational service, not just the sum of licenses presented in a table.
The subsequent review relates the assignments with additions, terminations and changes in function. An unused license needs investigation before being removed, because it may be linked to a process or retention need that is not visible in a basic statistic. Similarly, underutilized capacity may warrant training or a configuration change rather than a license upgrade.
Subscription, license, SKU and Service Plan: four concepts that should be differentiated
Before comparing products, it is useful to understand how Microsoft organizes licensing. Subscription. It is the product that the organization buys. For example: Microsoft 365 Business Premium – 50 seats. License. It is one of those positions that is assigned to a specific user. If the company has 50 positions and has assigned 48, it still has 2 available. SKU. It is the technical/commercial identification of a product within the tenant.
When we manage licenses through Microsoft Graph we will normally see properties such as: SkuPartNumber and SkuId. Service Plan. The same license contains different services. For example, within a suite there may be service plans related to: Exchange, SharePoint, Teams, Intune, Defender, or Microsoft 365 apps. This allows an administrator to, in certain scenarios, assign a license but disable specific services for a user.
Why it matters. A user can appear as “licensed” and yet have precisely the Service Plan they need disabled. That is why a correct audit must review both the license and the activated services. Official reference: Microsoft – Understand subscriptions and licenses.
What has changed in Microsoft 365 during 2026
This is one of the main reasons why it is advisable to review old articles and comparisons. New prices from July 1, 2026. Microsoft announced a global pricing update for different commercial suites effective from July 1, 2026. For existing contracts, the impact may occur at the next renewal depending on the contracted business model.
There are still plans with Teams and without Teams. Microsoft currently maintains variants of different suites: with Microsoft Teams and without Microsoft Teams. Exact availability depends on the market, product and commercial channel. This means that a comparison that simply says: “Business Standard includes Teams” may be too imprecise. The correct question is: What specific SKU are we hiring? New capabilities in Enterprise suites.
Microsoft also announced packaging expansions during 2026. Its business changes include new capabilities in areas such as: Defender for Office 365, Intune, Advanced Analytics, Remote Help, Endpoint Privilege Management, Cloud PKI, Enterprise Application Management, and Security Copilot, depending on the suite. This is especially relevant when comparing E3, E5 and add-ons because a comparison created in 2024 or 2025 may already be outdated.
Copilot Chat is increasingly present in suites. Microsoft has also expanded the Copilot Chat capabilities included in different subscriptions. But it must always be distinguished: Copilot Chat ≠ Microsoft 365 Copilot. We explain it later. Official reference: Microsoft – Microsoft 365 Pricing and Packaging Updates 2026.
Microsoft 365 Business Licenses
Business plans continue to be one of the most common options for small and medium-sized businesses. The three main base plans are:
| Plan | main idea |
|---|---|
| Business Basic | Cloud services and web/mobile applications. |
| Business Standard | Basic, Microsoft 365 desktop applications. |
| Business Premium | Standard, important security and administration capabilities. |
The important difference is not only between “with Office installed” and “without Office installed.” Business Premium significantly changes the scenario because it incorporates capabilities related to: Microsoft Entra ID P1, Intune, Defender for Business, Defender for Office 365, and select Microsoft Purview features.
The limit of 300 Business family users
This point deserves clarification because for years it has generated a lot of confusion. Current Microsoft documentation states that its per-user base Business plans are designed for organizations up to 300 users. Microsoft further specifies that it may apply a limit of 300 seats provisioned in total across the Business Basic, Business Standard and Business Premium family. Example compatible with the current approach.
| Product | Users |
|---|---|
| Business Basic | 50 |
| Business Standard | 100 |
| Business Premium | 150 |
| Total Business | 300 |
Company with 420 users. It doesn’t necessarily mean we should all switch to Enterprise. It can be evaluated, for example: a combination of Business licenses within your limit and Enterprise licenses for the remaining profiles, always respecting the applicable commercial and technical conditions. Do not confuse tenant users with Business licenses. A Microsoft 365 tenant can have more than 300 users. The restriction refers to the Business license family, not the absolute maximum number of identities that Microsoft Entra ID can contain.

Microsoft 365 Business Basic
Business Basic It is aimed at users who need Microsoft 365 cloud services but do not require the full desktop applications included in Standard or Premium. What usually includes.
| Requirement | Business Basic |
|---|---|
| Exchange Online | Yes. |
| OneDrive | Yes. |
| SharePoint | Yes. |
| Word/Excel/PowerPoint web | Yes. |
| Complete Office applications installed | Not as part of Business Basic. |
| Teams | It depends on the contracted variant. |
| Intune Plan 1 | Not as a Business Basic suite. |
| Microsoft Entra ID P1 | Not as a Business Basic suite. |
Typical profile. It may fit for users who: They work mainly from a browser, need corporate email and cloud collaboration, and do not need a full desktop Office. Example. A person who uses: Outlook web, Teams, OneDrive, SharePoint, Word web you may not need Business Standard. When can you fall short? When the user needs: Advanced desktop Excel, Outlook installed, regular offline work, or advanced security and device management policies.
Microsoft 365 Business Standard
Business Standard It is aimed at the office user who needs both cloud services and full Microsoft 365 applications installed. Main difference compared to Basic. Desktop applications.
| Function | Basic | Standard |
|---|---|---|
| Exchange Online Mail | Yes | Yes |
| OneDrive / SharePoint | Yes | Yes |
| Office web | Yes | Yes |
| office desktop | No | Yes |
| Intune included as a suite | No | No |
| Entra ID P1 included as suite | No | No |
Typical profile. An office user who works intensively with: Outlook, Excel, Word, PowerPoint, Teams, OneDrive and SharePoint. An important nuance. Business Standard provides productivity, but does not by itself incorporate the same security and administration package of Business Premium. If your company wants to manage laptops with Intune and use Conditional Access through Entra ID P1, you should consider Premium or an appropriate license combination.
Microsoft 365 Business Premium
Business Premium It is one of the most interesting plans for SMEs that want to combine productivity and security. It’s not just Business Standard with “better antivirus.” Important capabilities. Current Microsoft documentation includes within Business Premium capabilities such as:
| Service | Use |
|---|---|
| Microsoft 365 Apps | Desktop applications. |
| Exchange Online | Business email. |
| Microsoft Entra ID P1 | Conditional Access and advanced identity capabilities. |
| Microsoft Intune | Device and application management. |
| Microsoft Defender for Business | Enterprise-oriented endpoint protection. |
| Defender for Office 365 Plan 1 | Additional protection for email and collaboration. |
| Microsoft Purview | Certain Information Protection and DLP capabilities. |
Why it can be a good option for many SMEs. Because it avoids having to build from scratch a combination of: Office, mail, P1 identity, MDM, endpoint security, mail security. Conditional Access. Business Premium includes Microsoft Entra ID P1, so it allows you to use Conditional Access. This allows us to design policies such as: require MFA, secure applications, establish device requirements, and apply context-specific controls.
It does not mean that security configures itself
Buying Premium does not automatically deploy a correct strategy of: Intune, Conditional Access, Defender, DLP, or MFA. Capabilities need to be implemented and managed. Official reference: Microsoft – Microsoft 365 Business Premium FAQ.
Business Standard or Business Premium?
The question shouldn’t just be how much the difference costs. It is worth considering whether you want to manage devices with Intune, use Conditional Access, protect endpoints and email, or implement a more complete security strategy.
Compare Business Standard and PremiumOffice 365 vs Microsoft 365: They are not exactly the same
In Enterprise environments there are still plans Office 365 and Microsoft 365. We should not use them as synonyms when comparing licenses. Office 365. It is mainly focused on: productivity applications and cloud services such as Exchange Online, SharePoint and other collaboration services. Microsoft 365 Enterprise. Combine different product families. Microsoft Product Terms currently defines, for example:
| Suite | Main components |
|---|---|
| Microsoft 365 E3 | Office 365 E3, EMS E3, Windows Enterprise E3. |
| Microsoft 365 E5 | Office 365 E5, EMS E5, Windows Enterprise E5. |
So comparing Office 365 E3 to Microsoft 365 E3 just by looking at Exchange or Word leaves out an important part of the difference. Example. A company may only need: mail, Office, SharePoint and evaluate Office 365 E3. Another may also want: Windows Enterprise, device management, advanced identity and evaluate Microsoft 365 E3. Official reference: Microsoft Product Terms – Microsoft 365.
Microsoft 365 Enterprise Licenses
Enterprise plans do not have the 300-user limit of the Business family and are aimed at organizations that need greater scale or Enterprise capabilities. The main products to consider currently are: Microsoft 365 E3, Microsoft 365 E5 and, within the current portfolio, Microsoft 365 E7.
Microsoft 365 E3
Microsoft 365 E3 combines productivity, Windows Enterprise, management and identity for organizations without the Business limit. It can fit when we need it. Desktop Office, Exchange Online, OneDrive, SharePoint, Enterprise identity, device management, Windows Enterprise, and corporate security policies.
Important changes of 2026
Microsoft has expanded the Microsoft 365 E3 packaging with additional capabilities during 2026. Among those announced are:
| Area | Added capacity in packaging 2026 |
|---|---|
| Mail security | Microsoft Defender for Office 365 Plan 1. |
| Remote support | Intune Remote Help. |
| Endpoint analytics | Intune Advanced Analytics. |
| Administration | Intune Plan 2 capabilities. |
| AI | Copilot Chat and Copilot Chat Analytics improvements. |
This change is especially important because some older E3 vs. E5 comparisons have become outdated.
Microsoft 365 E5
Microsoft 365 E5 It ranks above E3 in security, identity, compliance, analytics and communications capabilities. When is it usually evaluated? When the organization needs advanced functionality in areas such as: Microsoft Entra ID P2, Defender, Purview, auditing, eDiscovery, XDR, identity protection, Power BI and communications. Microsoft Entra ID P2. E5 provides advanced identity capabilities related to: Identity Protection, risk and Privileged Identity Management, among others.
Packaging news in 2026. In addition to the new capabilities brought to E3, Microsoft has announced additional elements for E5 such as:
| Area | Capability |
|---|---|
| Security Copilot | Built-in capabilities based on new packaging. |
| Endpoint Privilege Management | Endpoint privilege management. |
| Microsoft Cloud PKI | PKI cloud infrastructure within the Intune ecosystem. |
| Enterprise Application Management | Advanced application management. |
E5 does not have to be assigned to everyone. A fairly common approach is to use: E3 as a base for certain users and add E5 or add-ons only to profiles that need advanced capabilities. The decision must be contrasted with the licensing requirements of each functionality.
Microsoft 365 E7: a new piece of the Enterprise catalog
Microsoft currently incorporates Microsoft 365 E7 within its Enterprise portfolio. It is an offer especially aimed at organizations that want to combine Enterprise productivity, advanced security and artificial intelligence capabilities. Current composition. Microsoft Product Terms identifies E7 components as:
| Component | Included in E7 |
|---|---|
| Office 365 E5 | Yes. |
| EMS E5 | Yes. |
| Windows Enterprise E5 | Yes. |
| Microsoft 365 Copilot | Yes. |
| Microsoft Agent 365 | Yes. |
| Microsoft Entra Suite | Yes. |
Should we replace E5 with E7? Not necessarily. E7 is designed for a different profile and its commercial availability may vary depending on the market. An organization that does not need Copilot, Agent 365, or Entra Suite for all its users may find another combination more efficient. Important. Before budgeting E7 it is advisable to confirm: availability in the country, commercial channel, terms and real needs of users.
Official reference: Microsoft – Microsoft 365 E7.
Microsoft 365 Frontline: F1 and F3
Frontline workers don’t always need the same set of applications as an office user. Microsoft has plans F1 and F3 oriented towards these profiles. Examples of Frontline workers. store, warehouse, factory, hospitality, logistics, displaced technicians or employees using shared devices. Microsoft 365 F1. It is the lightest option in the family. It is primarily oriented toward communication, identity, and basic experiences for frontline workers.
Microsoft 365 F3
It adds capabilities over F1 and may be more appropriate when the user needs a more complete productivity and administration experience.
| Question | Why it matters for Frontline |
|---|---|
| Do you need to edit documents? | F1 and F3 have different capacities. |
| Do you need mail? | The type and capacity of the mailbox must be reviewed. |
| Do you use shared device? | Affects the design of Intune and authentication. |
| Do you need Teams? | Check SKU with/without Teams. |
| Do you need desktop Office? | Frontline is not equivalent to a traditional full Office license. |
| What storage do you need? | Frontline plans have specific features. |
Do not use Frontline solely to save. An office user who works daily with desktop Outlook and Excel should not receive a Frontline license simply because it is cheaper. The product must correspond to the actual form of work. Official reference: Microsoft – Microsoft 365 Frontline Plans.
Exchange Online Plan 1 and Plan 2
Not all users need a full Microsoft 365 suite. When an account primarily needs mail, we can consider standalone Exchange Online licenses.
| Feature | Exchange Online Plan 1 | Exchange Online Plan 2 |
|---|---|---|
| Primary mailbox | 50 GB according to current limits. | 100 GB according to current limits. |
| Archive | More limited capacity. | Superior archiving capabilities. |
| Retention / advanced functionalities | More limited. | Greater capacity according to characteristic. |
When can Plan 1 make sense. For example, an account that only needs: mail, calendar and basic Exchange Online access. When to review Plan 2. When they exist: larger mailboxes, Archive, retention or certain advanced requirements. Do not compare Plan 1 directly with Business Basic only through the mail. Business Basic includes other services such as OneDrive and SharePoint. That is why we must compare the set of needs, not just the size of the mailbox.
Official reference: Microsoft – Exchange Online Limits.
Microsoft 365 Apps for business and Apps for enterprise
There are also scenarios where the user needs Microsoft 365 applications installed, but mail is provided from another platform. Example. An organization may temporarily keep Gmail but need: Word, Excel, PowerPoint and other Microsoft applications. Apps for business. Oriented to the Business field and subject to the conditions of this family. Apps for enterprise. Oriented towards Enterprise organizations and scenarios that require larger scale.
It does not automatically include all Microsoft 365 services. An application license is not equivalent to: Exchange, SharePoint, Teams, Intune, Defender. It is always a good idea to review the complete set of contracted services.
Microsoft Teams and its licenses in 2026
Teams has become one of the easiest aspects to misunderstand when comparing Microsoft 365. There are suites with Teams and without Teams. Microsoft currently allows you to purchase certain suites: with Teams or without Teams. Availability depends on market, SKU and channel. This affects Business, Enterprise and Frontline. That is why before accepting a quote we must confirm the exact name of the SKU.
| Commercial text | What we should ask |
|---|---|
| Microsoft 365 Business Premium | Variant with Teams or without Teams? |
| Microsoft 365 E3 | SKU with Teams or non-Teams? |
| Microsoft 365 F3 | Do you include Teams in this contract? |
There is also Teams as a standalone license. Microsoft Teams can be purchased through specific SKUs when the base suite does not include it. Official reference: Microsoft – Teams Service Description.
Teams Phone, Audio Conferencing and Calling Plans
Having Teams does not automatically mean having complete PSTN telephony. You have to separate:
| Capability | Function |
|---|---|
| Teams | Chat, meetings, and collaboration. |
| Audio Conferencing | Telephone access to meetings where applicable. |
| Teams Phone | Telephone system capabilities. |
| Calling Plan | PSTN service provided by Microsoft in supported markets. |
| Operator Connect | Connection through compatible operator. |
| Direct Routing | Integration with infrastructure/operator through SBC. |
A Teams Phone project needs its own design. It is not enough to add a license. They can also intervene: numbers, operators, emergencies, call policies, auto attendants, call queues and devices.
Microsoft 365 Copilot Chat: not the same as Microsoft 365 Copilot
This distinction is especially important in 2026. Copilot Chat. Microsoft 365 Copilot Chat is available to users with eligible Microsoft 365 subscriptions and provides an enterprise chat experience based primarily on web information. It does not necessarily require purchasing the additional Microsoft 365 Copilot license. No additional Copilot license. The user can have an AI experience with enterprise data protection and capabilities that depend on their subscription and configuration.
But you don’t get the same grounding on Microsoft Graph
Without a full Microsoft 365 Copilot license, Copilot Chat should not be confused with the experience that fully reasons about: mail, chats, meetings, files, and other user work data using Microsoft Graph.
| Copilot Chat | Microsoft 365 Copilot | |
|---|---|---|
| Web | Yes | Yes |
| Additional Copilot License | Not for eligible base experience | Yes |
| Work data using Graph | Limited without full license | Yes |
| Copilot deeply integrated into apps | More limited | Yes, depending on application. |
Official reference: Microsoft – Microsoft 365 Copilot Chat FAQ.
Microsoft 365 Copilot and Copilot Business
Microsoft 365 Copilot It remains an additional license for users who need the full AI experience integrated with Microsoft 365. Microsoft currently differentiates Business and Enterprise options. Current eligible base licenses include different Business and Enterprise products. Microsoft 365 Copilot Business. Microsoft currently documents support for databases such as: Business Basic, Business Standard, Business Premium and Microsoft 365 Apps for business.
Microsoft 365 Copilot. It can also be added to different eligible plans such as: Microsoft 365 E3, E5, E7, F1, F3 and other supported subscriptions. Do not automatically assign it to the entire company. First, it is advisable to identify profiles where there is a real opportunity.
| Profile | Possible value |
|---|---|
| Direction | Summary and analysis of information. |
| Commercial | Mail, meetings, documents and content preparation. |
| Consulting | Document analysis and creation. |
| HR | Documentary work, subject to information controls. |
| Administration | Documentation and productivity. |
| User with little use of Microsoft 365 | May not initially justify the full license. |
Check permissions before
Microsoft 365 Copilot respects user permissions. If SharePoint contains overshared information, the real problem is the existing permission and should be corrected before expanding the use of AI. Official reference: Microsoft – License Options for Microsoft 365 Copilot.
Copilot for everyone or only for certain profiles?
We can first review which users could see real benefit, what base licenses they have, and whether SharePoint, OneDrive, and permissions are sufficiently prepared before deploying at scale.
Review Copilot licensingMicrosoft Entra ID Free, P1 and P2
Identity is one of the factors that should most influence the choice of license.
| Level | main idea |
|---|---|
| Entra ID Free | Identity and basic functions. |
| Entra ID P1 | Conditional Access and advanced identity features. |
| Entra ID P2 | Identity Protection, PIM and advanced risk-based controls. |
P1. It is especially important for companies that want to use: Conditional Access. It is included in products such as: Business Premium and Microsoft 365 E3. P2. Add capabilities like: Microsoft Entra ID Protection and Privileged Identity Management. It is part of Microsoft 365 E5 and can be purchased in other supported combinations. Does everyone need P2? Not necessarily. The strategy must consider which users are covered by the policies and functionalities used and respect the corresponding licensing requirements.
Official reference: Microsoft – Microsoft Entra Service Description.
Microsoft Intune and device management
If the organization wants to manage laptops, mobiles, applications and compliance policies, Intune. becomes another decisive factor. Business Premium Includes Intune capabilities suitable for many SMB scenarios. Microsoft 365 E3 and E5. They also include Enterprise management capabilities, and following the 2026 packaging changes, the differential between plans should be reviewed again. Don’t buy Intune just because “we have laptops.”
First we must define what we want to manage:
| Requirement | Example |
|---|---|
| MDM | Device configuration and compliance. |
| MAM | Data protection in applications. |
| Windows enrollment | Registration and administration of corporate PCs. |
| Autopilot | Provisioning of Windows computers. |
| Application deployment | Software distribution. |
| Remote Help | Remote assistance according to license. |
| Endpoint Privilege Management | Controlled privilege management. |
Microsoft Defender: there is no single “Defender” license
Microsoft Defender is a family of products. Therefore, say: “This license has Defender” it is not precise enough.
| Product | Mainly protects |
|---|---|
| Microsoft Defender for Office 365 | Mail and collaboration. |
| Microsoft Defender for Endpoint | Endpoints. |
| Microsoft Defender for Identity | Hybrid identity. |
| Microsoft Defender for Cloud Apps | SaaS and cloud applications. |
| Microsoft Defender for Business | Endpoint protection aimed at Business companies. |
| Microsoft Defender XDR | Correlation and response between compatible signals. |
Defender for Office 365 P1 and P2. You also have to distinguish the plans. P2 adds additional capabilities over P1 and is aimed at more advanced investigation and response scenarios. Relevant novelty of 2026. Microsoft 365 E3 now includes Defender for Office 365 Plan 1 within the new packaging announced by Microsoft. This modifies historical comparisons between E3 and E5.
Microsoft Purview: License based on compliance need
Microsoft Purview nor should it be treated as a single functionality. It brings together different solutions related to information protection and governance.
| Requirement | Related Purview Capability |
|---|---|
| Classify documents | Sensitivity Labels. |
| Protect information | Information Protection. |
| Avoid leaks | Data Loss Prevention. |
| Retain information | Retention / Records Management. |
| Investigations | eDiscovery. |
| Auditing | Microsoft Purview Audit. |
| Insider Risk | Insider Risk Management. |
Not all capabilities are in all plans. Purview licensing can be especially complex. Before choosing E3, E5 or an add-on, it is advisable to define exactly: what policy, feature or workflow we need. Example. It is not enough to say: “we want DLP.” It is necessary to specify: DLP from Exchange, SharePoint, OneDrive, Teams, endpoint or other scenarios. Needs may involve different licensing requirements.
Power Platform and Power BI
Another common mistake is assuming that having Microsoft 365 means having unlimited access to all Power Platform functionalities. Power Apps and Power Automate. Microsoft 365 includes certain usage and integration rights, but: Premium connectors, Dataverse, and advanced scenarios may require specific licenses. Power BI. Power BI has its own licensing model. The capacity a user needs depends on: create reports, share them, consume them, work with Fabric capabilities or use premium functionalities.
Don’t develop first and ask for the license later. Before building a critical application with: SQL, Dataverse, premium connectors we should know the impact of licensing. Otherwise, a technically simple solution may have a cost per user that was not anticipated.
General comparison of the main Microsoft 365 licenses
The following table is intended to help guide the decision. It does not replace the official service matrix or product terms.
| Plan | Typical profile | office desktop | Security/management | |
|---|---|---|---|---|
| Business Basic | Light cloud user. | Not as a suite | Yes | Basic. |
| Business Standard | Office user. | Yes | Yes | Base. |
| Business Premium | SME with security and devices. | Yes | Yes | Entra P1, Intune, Defender and other capabilities. |
| Office 365 E1 | Enterprise mainly web/cloud. | Not as E1 suite | Yes | More oriented towards productivity. |
| Office 365 E3 | Enterprise Productivity. | Yes | Yes | Office 365 capabilities. |
| Microsoft 365 E3 | Company with productivity, identity, devices. | Yes | Yes | Enterprise. |
| Microsoft 365 E5 | Company with advanced security/compliance. | Yes | Yes | Advanced. |
| Microsoft 365 E7 | Enterprise with AI and advanced security. | Yes | Yes | E5, additional AI/identity components. |
| Microsoft 365 F1 | Light frontline. | Limited | According to plan capabilities | Frontline oriented. |
| Microsoft 365 F3 | Frontline with greatest needs. | Not equivalent to E3 | Frontline Capability | Superior to F1. |
| Exchange Online Plan 1 | Mail only. | No | 50 GB | Exchange. |
| Exchange Online Plan 2 | Advanced mail/archive. | No | 100 GB | Advanced Exchange. |
Where is Teams in this table? We have not marked it as “yes/no” because in 2026 Microsoft will market different variants with Teams and without Teams. The specific SKU to be purchased must be verified.
The best way to license: create user profiles
An organization should avoid starting by saying: “We are 180 users, we need 180 Business Premium.” It is better to identify profiles. Profile 1: administrative user. You need: mail, Outlook, Word, Excel, PowerPoint, Teams, OneDrive and SharePoint. Options to evaluate: Business Standard, Business Premium, Office 365 E3 or Microsoft 365 E3. Profile 2: managed corporate laptop. In addition to productivity you need: Intune, Conditional Access and endpoint security.
Options: Business Premium or Microsoft 365 Enterprise depending on scale and needs. Profile 3: email only user. You may not need Office or Teams. It can be evaluated: Exchange Online Plan 1 Profile 4: Frontline worker. Uses a mobile or shared device and has limited productivity needs. Evaluate: F1 or F3. Profile 5: privileged administrator. You may need: PIM, Identity Protection and other advanced capabilities.
Evaluate: Entra ID P2 / Microsoft 365 E5 or other compatible combination. Profile 6: Microsoft 365 Copilot user. You need: eligible base license, Copilot license. Profile 7: Power BI user. It should be classified according to whether: creates, publishes, shares or only consumes information.
Can different licenses be mixed within the same tenant?
Yes, and in many companies it is precisely the most efficient option. Example.
| Profile | License | Users |
|---|---|---|
| Administrative | Business Premium | 120 |
| Basic users | Business Basic | 80 |
| Frontline | F3 | 150 |
| Security / IT | Microsoft 365 E5 | 15 |
The example is conceptual. The specific combination must be validated according to the conditions of each product. Reminder about Business. The Business Basic, Standard, Premium set must respect the current restrictions of the Business family.
How to compare Microsoft 365 prices correctly
We do not recommend publishing a static price table and assuming it will remain correct for years. The amount may change depending on:
| Factor | Impact |
|---|---|
| Country | Price and local availability. |
| With or without Teams | Different SKU. |
| Commitment | Monthly, annual or other contracts. |
| Billing | Monthly or annually depending on product. |
| Channel | Microsoft direct, CSP, Enterprise Agreement, etc. |
| Renewal | You can apply a new price list. |
| Promotions | Temporary conditions may exist. |
| Add-ons | Copilot, Teams Phone, Defender, Purview, etc. |
Effective annual cost. To compare options you should calculate: base license, add-ons, external services that we can remove, administration cost. Example. Business Premium may seem more expensive than Standard. But if with Premium we eliminate the need to separately contract certain solutions for: MDM, endpoint security, Entra ID P1 the economic comparison changes. Always check the current official prices: Microsoft – Business plans and prices.
Licensing during a migration to Microsoft 365
A migration introduces temporary needs that must also be budgeted for. Coexistence period. For several weeks we can be paying simultaneously: Google Workspace, Microsoft 365 or licenses in source tenant, licenses in destination tenant. Do not withdraw licenses from the origin too soon. It can affect: mailboxes, OneDrive, apps, users, and rollback capability. The recall must be part of the runbook. Tenant-to-Tenant. Some native Microsoft procedures require specific cross-tenant migration licenses in addition to the user’s service licenses.
Third party tools. Quest, BitTitan, Cloudiway, AvePoint and other manufacturers may require their own migration licenses. This cost should not be confused with the final Microsoft 365 license.
Shared Mailboxes, rooms and other special accounts
Not every email address needs a full user license. Shared Mailboxes. A shared mailbox can operate without its own license in certain scenarios and within the limits documented by Microsoft. When you may require a license. For example, when we need: greater capacity, Archive, hold or certain advanced functionalities. The accessing user does need a license. People who access the shared mailbox need to have the corresponding Exchange license.
Rooms and Equipment. Resource mailboxes have their own rules and should not be automatically licensed as conventional users. Service accounts. Before purchasing a full license we must determine: what service the account actually uses and whether there is a more appropriate architecture.
How to assign licenses from Microsoft 365 Admin Center
Microsoft currently allows you to manage licenses from the Microsoft 365 admin center. From Active Users: Access the Microsoft 365 admin center, Open Users > Active users, Select the user, Open Licenses and applications, Select the license, Review the included services and Save the changes. From Billing > Licenses. It can also be managed from a product point of view. This is useful when we want to know: how many licenses we have, how many are assigned and to whom.
Usage Location. Before assigning certain services, the user must have their service configured correctly. Usage Location. It is especially important in organizations with users from different countries. Official reference: Microsoft – Assign or unassign licenses.
Group-based licensing
In organizations with many users, manually assigning licenses one by one is unnecessary and error-prone. Microsoft currently allows you to use group-based licensing from the Microsoft 365 admin center. Example. Group: M365-BusinessPremium-Users All users who belong to the group can receive the corresponding license. Advantage. We can link the licensing to the process of: registration, change of department and cancellation.
Compatible groups. Microsoft currently documents assignments to: security groups, mail-enabled groups and Microsoft 365 Groups, within the conditions of service. Nested groups need attention. Group-based allocation should not be designed assuming that a hierarchy of nested groups will automatically propagate all licenses. Microsoft indicates that nested groups have limitations in this scenario. Check licensing errors.
A user within a group may not receive the license for: lack of positions, Usage Location, conflicts between Service Plans or other conditions. There must be error reporting. Official reference: Microsoft – Group-based licensing.
Manage licenses with Microsoft Graph and Microsoft Entra PowerShell
The historical modules MSOnline and AzureAD They should no longer be used to develop new automations. We currently have: Microsoft Graph PowerShell and Microsoft Entra PowerShell. Microsoft Entra PowerShell is now in GA. Microsoft Entra PowerShell is built on top of Microsoft Graph and offers commands more geared toward identity scenarios. Microsoft Graph PowerShell is still perfectly fine and there is no need to migrate existing Graph scripts just because Entra PowerShell is available.
Example: get available SKUs
Install-Module Microsoft.Graph -Scope CurrentUser
Connect-MgGraph -Scopes "Organization.Read.All"
Get-MgSubscribedSku |
Select-Object SkuPartNumber, SkuId, ConsumedUnits
View users and licenses
Connect-MgGraph -Scopes "User.Read.All","Organization.Read.All"
$users = Get-MgUser -All -Property `
Id,DisplayName,UserPrincipalName,AccountEnabled,UsageLocation
$result = foreach ($user in $users) {
$licenses = Get-MgUserLicenseDetail -UserId $user.Id
if ($licenses) {
foreach ($license in $licenses) {
[PSCustomObject]@{
DisplayName = $user.DisplayName
UserPrincipalName = $user.UserPrincipalName
AccountEnabled = $user.AccountEnabled
UsageLocation = $user.UsageLocation
SkuPartNumber = $license.SkuPartNumber
SkuId = $license.SkuId
}
}
}
else {
[PSCustomObject]@{
DisplayName = $user.DisplayName
UserPrincipalName = $user.UserPrincipalName
AccountEnabled = $user.AccountEnabled
UsageLocation = $user.UsageLocation
SkuPartNumber = "SIN LICENCIA"
SkuId = ""
}
}
}
$result |
Export-Csv "C:\Temp\Licencias-M365.csv" `
-NoTypeInformation `
-Encoding UTF8
Assign a license
Connect-MgGraph -Scopes `
"LicenseAssignment.ReadWrite.All",
"User.ReadWrite.All",
"Organization.Read.All"
# Buscar el SKU
Get-MgSubscribedSku |
Select-Object SkuPartNumber,SkuId,ConsumedUnits
$userId = "usuario@empresa.com"
$skuId = "00000000-0000-0000-0000-000000000000"
Set-MgUserLicense `
-UserId $userId `
-AddLicenses @(@{SkuId = $skuId}) `
-RemoveLicenses @()
Remove a license
$userId = "usuario@empresa.com"
$skuId = "00000000-0000-0000-0000-000000000000"
Set-MgUserLicense `
-UserId $userId `
-AddLicenses @() `
-RemoveLicenses @($skuId)
Set Usage Location
Update-MgUser `
-UserId "usuario@empresa.com" `
-UsageLocation "ES"
These examples are for guidance only. Before running them in production, permissions, SKUs, Service Plans and consequences of withdrawing a license must be reviewed. Official references:
How to audit and optimize Microsoft 365 licenses
Licensing should not be reviewed solely during a purchase. It is advisable to audit it periodically.
| Check | What are we looking for? |
|---|---|
| Disabled users | Licenses that may be recoverable. |
| Users without activity | Review need. |
| Direct licenses | Check if they should be managed by groups. |
| Business Premium without devices | Check if the profile really needs Premium. |
| Standard, add-ons | Compare to Premium. |
| E3, various add-ons | Compare cost and functionality with E5. |
| Underused E5 | See if the user uses advanced capabilities. |
| Copilot without adoption | Review use and value. |
| Duplicate licenses | Especially after migrations. |
| Group-based errors | Users without correct license. |
Assigned license does not mean leveraged license. A user can have E5 and only use: Outlook, Word. That doesn’t automatically mean we should downgrade it, because it may be covered by global security policies. But it does mean that we must understand why does it have E5.
Common mistakes when choosing Microsoft 365 licenses
| Error | Problem | Better approach |
|---|---|---|
| Buy the same plan for everyone | Extra cost or insufficient functionalities. | Create profiles. |
| Think that there are 300 licenses for each Business plan | Design incompatible with current Microsoft policy. | Review the total limit of the Business family. |
| Confusing Office 365 E3 with Microsoft 365 E3 | EMS and Windows are ignored. | Compare components. |
| Ignore variants with/without Teams | Incorrect budget. | Confirm exact SKU. |
| Thinking that Teams includes complete telephony | PSTN licenses and architecture are missing. | Design Teams Phone separately. |
| Confusing Copilot Chat with Microsoft 365 Copilot | Incorrect expectations. | Differentiate both experiences. |
| Buy Copilot for everyone from day one | Cost without adoption. | Pilot by profiles. |
| Don’t review SharePoint before Copilot | Poorly managed historical permissions. | Check overexposure. |
| Buy Standard, many external tools | It may be more expensive than Premium. | Compare total cost. |
| Buy Premium and do not configure security | You pay for capabilities not implemented. | Set up Entra, Intune, and Defender. |
| Assume that “Defender” is a single product | Misunderstood security scope. | Identify product and plan. |
| Assume “Purview” is included completely | Functionalities are missing. | Review feature by feature. |
| Develop Power Platform without reviewing licenses | Unexpected costs. | Design licensing first. |
| Remove licenses immediately after migrating | Loss of access or services. | Follow runbook. |
| Use MSOnline in new scripts | Retired technology. | Graph or Entra PowerShell. |
| Do not configure Usage Location | Assignment error. | Include it in provisioning. |
| Do not review group-based licensing | Silent assignment errors. | Monitor results. |

Do you want to optimize the licenses you already have?
It is not always necessary to change products. We can review active users, assignments, profiles, add-ons and security needs to identify where there may be oversizing or gaps.

Should every employee receive the same license?
It is not a decision that should be made by default. It is a good idea to define profiles with similar applications, devices and protection requirements and check the conditions of each plan. The combination must be manageable and respond to real needs; Fragmenting assignments without criteria can generate errors as well as assigning an oversized single suite.
Is a higher-tier suite always cheaper than separate add-ons?
It depends on the capabilities needed by each profile and the applicable commercial conditions. The comparison should include the required set of functions, avoiding double counting of tools already included. It is also advisable to review the foreseeable needs of the project so that the initial savings do not depend on subsequently contracting several components that were already known.
How do you check if a feature is included?
The specific capacity is identified and its licensing documentation is compared with the contracted subscription and the usage scenario. The general name of the product family is not enough. Affected users or devices, conditions, and any required add-ons should be reviewed before enabling a setting that depends on it.
Can all licenses that appear to be unused be removed?
The reason for the assignment and the function of the account must first be reviewed. There may be information, an integration, or an operational need that is not reflected in interactive use. The withdrawal must follow a procedure that takes into account the effects on services and data, with validation from the corresponding controller.
Final recommendations: Microsoft 365 is not licensed by user, but by need
Correctly choose the Microsoft 365 licenses for business It requires a lot more than comparing Business Basic, Standard and Premium in a pricing table. The first step should be to define profiles. A user who only needs email may fit Exchange Online Plan 1. An employee who primarily works in a browser may use Business Basic. An office user who needs Word, Excel and Outlook installed may require Business Standard. An SMB that also wants to use Intune, Conditional Access, and Defender can find much more value in Business Premium.
When your business moves beyond the Business family or needs Enterprise capabilities, Microsoft 365 E3 and E5 offer a different architecture that combines Office 365, Enterprise Mobility, Security, and Windows Enterprise. In 2026, the comparison must also take into account new packaging changes. Microsoft has expanded E3 with Defender for Office 365 and Intune capabilities and added additional functionality to E5.
Microsoft 365 E7 introduces another alternative for organizations that need to combine E5, Microsoft 365 Copilot, Agent 365 and Microsoft Entra Suite, although its commercial availability must be verified in each market. Frontline workers may need F1 or F3 instead of a traditional office license. Teams must be checked using the exact SKU because there are variants with and without Teams. And Teams Phone, Audio Conferencing, or Calling Plans are additional decisions, not an automatic consequence of having Teams.
Copilot adds another layer of decision. Copilot Chat and Microsoft 365 Copilot are not the same. Many users can have Copilot Chat within their eligible subscription, while the full Microsoft 365 Copilot experience requires additional licensing. It is also a good idea to stop thinking about security as a simple “E3 versus E5”. You have to ask yourself exactly what we need: Conditional Access, PIM, Identity Protection, Intune, Defender for Office 365, Defender for Endpoint, Purview DLP, eDiscovery, Audit or retention.
We can then determine which combination of suite and add-ons is most efficient. Finally, licensing should be automated and audited. Group-based allocation can reduce errors, Microsoft Graph and Microsoft Entra PowerShell allow you to automate processes, and a regular review helps locate inactive accounts, duplicate licenses, and oversized products. The goal is not to buy the most complete license. It is to get every profile has the apps, security, and services they need without paying for unnecessary capabilities or discovering later that a critical feature is missing.
